The decree, the first to be made by GORBACHEV's newly formed cabinet also limited the withdrawal by Soviet citizens to 500 Rubles (less than 1000 US dollars) per month. Tuesday night, people stood in the cold and snow for hours to change in their large notes for smaller ones.
